[edit] Phyrra – City of Duels
During the last Great War between the empires of Machan and Aseti, the southern continent of Phyrras became a point of fierce contention. Claimed by both sides, Phyrras was a vast battleground. In the final offensive, a zealous sect of Machanite mystics and military leaders (see, To Kill a God) unleashed a mysterious magical/energy weapon that devastated not only Phyrras but the entire world of Makanis. The very fabric of time and space was torn asunder. The effects of this devastation spread out from Phyrras in giant waves, rampaging through both empires, leaving a wake of destruction and temporal-dimensional anomalies. The development and use of the weapon terrified both sides, so much so that they realized that such technology would ultimately destroy them all. Accordingly, the Treaty of Phyrras was signed, forbidding such weapons research and ending (for now) the ancient conflict. While the immediate effects of the weapon eventually faded from the rest of the world, save for a persistent sphere of electromagnetic energy surrounding the planet (which has effectively cloaked the planet from the rest of the universe), the area around the detonation site itself continued to remain in physical and dimensional flux.
Nearly 300 years after the battle, as both empires struggled to escape the Age of Darkness, explorers from both empires encountered abandoned alien vessels adrift off the eastern coast of Phyrras. On the continent itself, on an island at the heart of the weapon’s epicenter, these explorers found groups of sentient species who claim to have come from alternate planes, dimensions and time periods. This discovery would revolutionize both empires (transforming every part of their culture, economy, religion, science, and military).
The Weapon of Phyrras had turned the interior island into a multi-dimensional, interplanar nexus or crossroads. Over the course of the next 200 years, this crossroads—regulated by the implementation of special gateways—would become the Protectorate City of Phyrra. Ruled by Archons, it would be used for trans-planar trade, research and communication. In time, when the concept of the Duel was first introduced by the Machanites, it was obvious that Phyrra would be the logical place to hold these challenges. Specially trained warrior-scouts (known as Seekers) were sent out through the gateways to recruit fighters from thousands of worlds and dimensions. Soon, Phyrra became known as the “City of Duels” where, at any given moment, thousands of duels were being fought in hundreds of Dueling Houses, Challenge Arenas, and Dueling Halls.
As word of these Duels reached across time and space, Phyrra became the center of grand martial competition. Champions and hopefuls from every species, from every level of development, made their way to Phyrra in search of fame, riches, and immortality.
The city, and dueling itself, are regulated and governed by a council of Machanite and Asetian governors (Archons). The Archons maintain and upkeep the dueling statistics. They enforce the dueling rules for single and team combat--including the use of Kage-musa (Shadow Fighting). They also enforce the Phyrric Amnesty Decree, in which all wanted criminals (from any nation, era or dimension), who agree to the terms of the Dueling Council and who officially register as duelists, are pardoned for their crimes. Any crimes committed within the city's boundries automatically nullifies the amnesty and the criminal becomes fair game to bounty hunters and the city's elite military guard known as the Shindaan. The Archons also regulate the environmental states of each duel (Arenas are capable of simulating any climatic and geographical condition). They are the keepers of the "Record of Champions.”

The Fighter’s Challenge: It is the ultimate test of martial skill. It will take all of your skills and the careful use of your weapons to succeed. Under the banner of Asetia or Machan — only the strong, the swift, and the smart survive to become true champions.
Throughout the course of the competition, the victor is to be rewarded by the acquisition of gold, advanced weapons and armor, special enhancements — and rising fame!
