The merchants in Phyrra have been complaining of thugs who come to their shop asking for protection money. The Phyrran Nightwatch needs you to investigate this on their behalf. If you see proof of this blackmail, we authorize you to use force to subdue these criminals. The merchants don’t need protection from thugs; they need to be able to do their business without fear of criminal blackmail.

"We have organized a team of scouts to go out into the districts of the town in search of these thugs. They will contact you when you come in contact with one of their informants. These informants are duelists like you, but we cannot risk their identity being blown due to involvement with the thugs. This is precisely why we ask you to do this job for us."
